GIS
The sector of Geographic Information System (GIS) at the Urban Unit is committed to contribute towards the Government of the Punjab’s vision 2020, which envisages developing the urban areas of Punjab as the engines of growth and sustainable development. The sector has been developing a Geographic Information System (GIS) based multi-user enterprise level spatial database named “IRIS” as a decision support tool, through which quality and updated information can be provided to provincial and local governments. IRIS aims to developing GIS enabled spatial database with urban profile, land use mapping, infrastructure, and service delivery profile for entire Punjab, starting with five large cities.

Municipal Finance
The overarching objective of the Municipal Finance sector at the Urban Unit is to analyze the present conditions and recommend improvement opportunities in financing the urban services initially in five large cities of Punjab. This would require assessing the present revenue and expenditure capacity; establishing base-line revenue/expenditure indicators by capturing all kinds of revenue flows, channeled to the jurisdiction of the city districts; and exploring improvement alternatives and instruments for disciplined expenditure management. The sector is striving to formulate regulatory framework for expenditure management, to provide sufficient, sustainable, and buoyant revenues, and to ensure that planning processes facilitate execution of development projects helping the Government of the Punjab achieve its vision 2020 of making the cities of Punjab engines of growth and sustainable development.

Solid Waste Management
Solid Waste Management Sector of the Urban Unit envisions developing and formulating provincial policies, and legal & regulatory framework for solid waste management in the cities of Punjab. It aims to provide technical assistance to various local governments and to build their institutional capacity by imparting trainings and recruiting professionals in the field of solid waste management. The sector on the whole, is committed to improving the solid waste management practices in Punjab to make its cities the engines of growth and sustainable development according to the Chief Minister’s vision 2020.

Urban Planning
Urban Planning sector at the Urban Unit aims to provide technical and professional guidance to the provincial & local government entities regarding urban land use planning and development, land management, and housing. It has been instrumental in diagnosing problems and deficiencies in various areas of the urban sector along with properly devising solutions for them. Besides targeting problems in the services and infrastructure, the sector also formulates institutional and professional capacity building policies and procedures. Established within the P&D Department of the Government of the Punjab, the Urban Planning sector at the urban unit is committed to make cities of Punjab the engines of growth and sustainable development as emphasized in the Punjab’s vision 2020.

Urban Transport
Urban Transport sector at the Urban Unit, committed to contributing towards the Government of the Punjab’s vision 2020 that envisages developing the urban areas of Punjab as the engines of growth and sustainable development, envisions an integrated transport system. It is striving to overcome prevailing issues of regulatory oversight; lack of engineering standards and specifications; low level of institutional capacities and technical expertise; dependence on obsolete technologies and equipment; and inefficient traffic solutions and poor traffic management. The sector primarily focuses on policy and strategic planning of transport for the cities of Punjab. Apart from carrying out analytical and reform work for transport system in Punjab, the Urban Unit has also been engaged in hosting workshops and seminars to share their vision and works with important stakeholders and general public.

Water & Sanitation
Water Supply and Sanitation (WSS) sector at the Urban Unit aims to provide technical and professional guidance to the provincial & local government entities regarding sustainable provision of water supply and sanitation in Punjab. It has been striving to provide efficient legal, regulatory and institutional arrangements for self sustaining water supply, sanitation and wastewater treatment services. The sector has also been engaged in working out financial arrangements for water supply and sanitation including public-private partnership and community partnership. The sector is committed to provide optimum quantity and acceptable quality of water and sanitation services to contribute in making cities of Punjab the engines of growth and economic development as emphasized in the Punjab’s vision 2020.
